The Oblivion Face Resource Archives are a collection of modder-made faces. They are in one of four forms:
Slider Number Values, made using Chargen with Chargen with Numbers 0.02
Game Save
Modder esp
fg file
They are meant to be modder resources. See the usage information area of each face's readme for specifics on each face.
Important - Some faces are player-only, and are NOT modder resources. These have a Player-Only button below the face pic.

Wrye Bash"Version 0.25 - Bash allows you to export multiple faces to the same esp.Export to mod has bee replaced by an "Import Face" command that's available on the Mods tab. Also I've tweaked the code a little bit so that you should be able to import the face into any mod. (Previously, you were limited to mods that only had NPC records in them.) On a downside, Bash will no longer include custom eyes/hair with the export unless the mod receiving the import is already dependent on the cosmetic source mod (which has to be a master file of course)." I've been having a go at creating my own custom race. However I noticed the texture sliders mess up my race's texture.
