I want the setting of Morrowind to be more foreboding. How can I make it storm and rain all of the time? - Aydrian

On the file bar, click on world, and select regions.
Edit the weather chances. Whatever you change it to, it all has to add up to 100 though

You can also adjust the wind speed with one of the gamesettings fStromWindSpeed ( that is Bethesda's spelling ) defaults to .7 and I don't know the equation it is used in but I assume it calls the windspeed variable
and the effect of the wind on the PC's speed with the fStromWalkMult.
Default is .25 for that value and the PC travels 25% slower during ash and blight storms than his calculated walkspeed
