I can't figure out how to put water in the cell.Is there a special way to add a water level?

On the menubar, go to World>Interior... Select the cell you want to have water from the drop down, and then check the box next to "Has Water". Water height is self explanatory from there.

I think a fake exterior always has water at elevation 0, just like a real one.
