(16 Nov 2011) ECWBA AGM Notes on the AGM of the ECWBA held on Tuesday 15th November 2011. PRESIDENT'S OPENING REMARKS: Eileen welcomed everyone to the meeting and commented on how quickly the year had gone by. A minute silence was observed for the following ladies who had recently passed away: Hilda Aufflick (Witham - 104years old), Dorothy Massey - Past President ECWBA 1982 (Frinton) Dorothy's funeral will be held on Monday 21st November at the Catholic Church in Connaught Avenue, Frinton at 10.30am. MATTERS ARISING: Although the Secretaries and Treasurers competition has been opened up to include more Female Officers the response has been disappointing. This competition will have to be run as this year in two sections with Areas A and D, B and C being drawn together. The final two in each section will form the semi-finals. Just to confirm that the Benevolent Triples will be 3 games of 8 ends followed by a semi-final of 8 ends. When the area final is played on the same day this will be 10 ends, but if it is played at a later date it will be 15 ends. The County semi-final and final will both be 15 ends. Result of the voting for the new uniform for ECWBA is currently being collated and will be discussed at the next Executive Meeting. CORRESPONDENCE: Thank you letters received from Rosemary Ellman-Brown JVP Bowls England and Maureen Pond President Falcon BC, giving their thanks for our hospitality at the County Luncheon and for their gifts and flowers. The EBYDS County School of Excellence Event 2012 will be hosted by the Jacks Centre, Latchingdon on Sunday 15th January 2012 commencing at 11am. The event is open to girls and boys between the ages of 8 and 18. Please bring this to the attention of anyone who may be interested. Notification has been sent out to all indoor bowling clubs. Entries have to be in by 30th November 2011. SECRETARY'S REPORT: Membership is 3294 not 3280 as we had 14 late affiliations which had not been included in my initial numbers. Report as circulated. Adoption of report: Proposed Pam Bowden, Seconded Anne Beale. TREASURER'S REPORT: Good afternoon Ladies. You should all have copies of the Receipts and Payments Account but there are a few available at the back of the hall for anyone who needs one. Everybody looks at the bottom line figure first, and I guess very few of you will be surprised to learn that we made a loss this year of £2042.78 - the first loss I have had to report since taking office as your Treasurer. I will go through the significant difference between last year and this, working down the accounts and commenting on both income and expenditure together. For the first seven items, before "Sales" and "Purchases", the notable differences are: - under "Receipts", there was a one-off donation of £1597 from the Essex Bowls Council, which disbanded during the year. The Executive has agreed that this money should be earmarked to subsidise the move from the old to the new county uniform. - under "Payments", printing, stationery and postage were up by nearly £500, in part due to the cost of mailing out the unification documents and in part due to the increasing cost of stamps and ink. "Sales" and "Purchases" were much in line with expectations. The Tour Account suffered a loss of just under £250 mainly because the price charged for the coach trip day out was based on more people supporting the day than actually did. Nevertheless, a healthy balance of £671.16 remains for the Tour Account. No fund-raising was done for the Under 31s this year, but there is a balance on their fund of £587.50. The luncheon figures nearly doubled on both sides of the accounts as the quirks of having a financial year ending on September 30th, and the luncheon in October, mean that the majority of the money for both the 2010 and the 2011 luncheons were included in this year's figures. Also the deposit for the 2012 luncheon was paid two years in advance in order to ensure we got the date we really wanted. So, although it looks as though there was a loss on the luncheon, this is not so. Payment for some of the tickets for the 2011 luncheon will show in the next set of accounts together with the wonderful profit on the raffle of over £500, for which thanks are due to the ladies of Clockhouse who organised and ran the raffle last month. For "Competitions and Matches", there was a net deficit of just over £4000. We took in an extra £2691 because there were more Johns matches than last year and also we increased the match fee for Inter-group matches to bring it into line with the fees for county friendly matches. Against this increase in income, we had significant increases in expenditure: - the item, "Competition Expenses", totalling £1450 ,was the new allowance, agreed at last year's AGM, given to our President and Secretary for supporting the finalists at Leamington. - Competition travel was up by over £400. This was partly because the previous year there were two less people claiming travelling expenses as I drove the President to most of the events she attended, and Eileen Harrold had two hats as JVP and as "B" Area Secretary. - Leamington finalists' expenses were up by £1540, as we decided to give our Essex Finalists good allowances for Leamington rather than any prize money. The saving on prize money will not show until next year's accounts as prize money is paid out in October. - Johns and Walker Cup expenses were significantly up resulting in a net loss of about £2700. We gave our John's team £50 each expenses for Leamington, costing £1450, and we had coaches for all three Johns and both Walker Cup matches, costing a total of £2350. I re-iterate what I have said in previous meetings. I feel that the costs of success in the Johns and/or the Walker Cup should reasonably be taken from our reserves. Had it not been for this success, we would have made a small profit for the year, due in part to the Essex Bowls Council's donation. The loss sounds a warning bell. The Executive Committee will be discussing ways of reducing our costs at their next meeting and I shall have more to say about this under item 11 later today. That's all I have to say now, but I am happy to take questions…………………. There were no questions raised. Adoption of report: Proposed Rosemary Ludar-Smith, Seconded Shirley Sucker. The 200 club was then drawn: £55.80 No. 50 Buckhurst Hill £37.20 No. 4 Iris Rawlins, £23.25 No. 63 D Harrington (Tiptree Jobserve) BENEVOLENT REPORT: Margaret explained the accounts that had been circulated and there were no questions raised. Two errors in the addition were corrected. Margaret thanked everyone who had supported the Benevolent Triples Days and the clubs who had hosted them. She had enjoyed her years on the executive and wished everyone well in the future. Adoption of report: Proposed Vera Cousins, Seconded Iris Rawlins. A presentation was made and sincere thanks given to Margaret for all the years she has been the Benevolent Secretary. BOWLS ENGLAND REPORT: The Bowls Development Alliance is carrying out a National Audit of Bowls Facilities. The document has been emailed to clubs and needs to be returned by 9th December 2011. From the results they will identify the needs for developing bowls facilities and thereby secure funding for these for a further 4 years 2013 to 2017. There is now a Bowls England Cruise Club for anyone who may be interested. The Bowls England Annual Conference will be held on Wednesday 4th April 2012 at the Chesford Grange Hotel, Nr. Kenilworth. Everyone is welcome to attend. Bowls England EGM will be held on Saturday 26th November 2011. PROPOSITION: Proposed by Tiptree Jobserve and Seconded by Maldon that "C Area 2 Wood Day be separated into C1 and C2" so that there is a winner from each section. The numbers of entries for each area were given to the meeting, showing that A and D areas had vast differences in the entries for the two sections, whereas B and C were fairly even. Maureen Newman made the point that several entrants withdrew before the day and many did not turn up on the day. It was explained that the final decision would be made by the executive, but as the proposition came from C area the representatives from C area were asked to vote on the proposition in order to gauge the feelings of the clubs. The proposition was NOT CARRIED. ADMINISTRATIVE EXPENSES: In past years, the Council has been responsible for setting fees, allowances and expenses and it is under this heading that I have historically brought to you my proposals for financial changes. With unification, this responsibility has passed to the Executive and the Board of the Essex Bowling Association, so all I shall do today is report to you known changes. You will all be aware that we have increased competition entry fees by 50p a head per competition. This will be offset against the increase in expenses paid to our Leamington finalists and is in line with the charges made by the men for National Competitions. There are no proposals to increase any other charges, but I earnestly urge you all to support our fund-raising activities - 200 club, raffles and gold 21 cards, which not only boost our funds, but also offer you all the chance of winning something. I shall be putting various proposals to our Executive which is meeting later this month and I hope that, in April, I shall be able to report several cost-cutting measures, but it would be improper for me to identify the proposals before the Executive have debated them. If any of you have any suggestions as to where savings can be made, please let me know. Wendy explained the known changes to the meeting and said that any further changes would be explained to the Council at the April meeting after the Executive and the Board of Essex Bowling Association had met. ELECTION OF OFFICERS: All Officers elected as per Agenda. Please Add BOWLS ENGLAND DELEGATE Mrs R Howes Proposed J. Copp Seconded I. Anderson. Also under our new Rules the Emergency Committee is appointed by the Executive Committee when the need arises and therefore does not have to be appointed at the AGM. (Rule 7.3g) All badges were presented and new officers welcomed and wished the best of luck. Eileen Harrold addressed the meeting and announced that her Charity would be Help for Heroes.
